Public Administration execute decisions that affect the use of public resources. Public resources are used for maximum results at an effective cost to the public. It also determine the policies and programs of the governments and an important aspect to civil service.
Woodrow Wilson is considered the father of public administration. He was the to first recognized public administration in an 1887 article entitled “The Study of Administration”. (Wikipedia) Classic public administration theory is known for organizing the public sector. This theory is focused on finding the one best way to perform and manage tasks.
The Classical Public Administration theory stands on three pillars: bureaucracy, scientific management, and administration. Also, functional elements of the classical theory of public administration are planning, organizing, commanding, coordinating, and controlling. This theory is often regarded as the foundation of twentieth century administrative thought. It has influenced the Federal and many state governments in the reform of their administrative structures and management techniques such as reporting, accounting, and budgeting.
As a Public administrator you have to know the difference between “majority of the people” versus just public interest. For example, the majority may be for an action whereas it may not be in the best interest for the entire public. The government defend the human rights of the minority groups. The study of public administration will continue to grow for many decades to come.
