METHODOLOGY
The Bill of quantities was done according to the HSR 2018.

Approved drawings were provided by the Road Development Authority Sri Lanka.

All the volumes and other quantities were calculated manually.

For the cost comparison, Bill Of Quantities were made separately for a Overhead Pedestrian crossing and a Underground Pedestrian crossing with same dimensions.

Health, Safety and Environment
Allow sum for engaging the service of an adequately trained person to attend to first aid medical duties including a provision of a first aid box and regular supply of medicine, linen etc.

Allow sum for providing all necessary safety measures to workmen at site conforming to the latest industrial safety regulations and as directed by the Engineer.

Allow sum for providing and maintain adequate provisions to reduce the amount of vibration, dust, pollution and noise from the site and shall be the contractor’s responsibility for any complaints, damages or claims in connection with the works. The contractor shall maintain noise and vibration levels acceptable to the environmental and other authorities and shall maintain a monitoring procedures acceptable to the Engineer including necessary changes to the method of working time to time to be within the acceptable noise and vibration level.

Allow sum for maintaining the site in a clean and orderly fashion at all times and during the entire contract period. Materials, casings and other materials etc., shall be kept neatly stacked on the site with all access-ways kept clear. All dust,debris and rubbish etc., arising out of his own work shall be continually cleared and removed from the site. Should the Contractor fail to maintain the works in a tidy and orderly manner, to the detriment of the works or to standards acceptable to the Engineer, the Employer may employ such persons considered necessary to clean up the works, and the cost of such employment together with the costs of all necessary plant and equipment to be borne by the Contractor or deducted from monies due to the Contractor in interim progress payments.The burying, burning of rubbish and debris on site will not be allowed under any circumstances. The Contractor is to make certain that his workmen do not burn anything on Site.

Reinforced Concrete
All Concrete Works shall comply to the specifications, filled into formwork and well packed around reinforcement.

Unless otherwise specified in the drawings and specifications, all Concrete works shall be Grade 40 Ready Mix concrete for columns and Grade 30 Ready Mix Concrete for Others Element.

All Reinforcement unless otherwise specified shall be rod reinforcement and free from rust, mill scale, dirt, grease, or any other substance organic and/or giving specified strengths intended by the Engineer.

Contractor shall not cause any damage direct or consequential to the new structure during carrying out the work detailed in “Concrete Work” Section and he shall at his own expense, make good any damage caused to them, arising directly and / or indirectly out of his fault and / or negligence and / or failure to take precautionary measures to avoid such damage.

Rate for concreting wall and slab shall include for kickers and cover blocks

REINFORCEMENT
The size of reinforcement bars described in the drawing or elsewhere shall be the minimum size and the rolling margin and any other tolerance shall be wholly above this size. Hooks and laps have been measured and included with the quantities for reinforcements.

All reinforcement shall be free from mill scale, dirt, oil, paint, grease or loose rust before fixing in position and shall be brushed with a stiff wire brush if so directed by the Engineer
Reinforcement shall be bent cold by applying a slow even pressure on an approved type of bending apparatus.

Re-bending of incorrectly bend bars shall not be attempted
Rates shall include for cutting, bending, fabricating, placing in position, holding and supporting including temporary fixing supports, hangers, binding wire spacers and waste.

FORM WORK
Formwork centering and moulds for concrete construction shall be of approved system to suit with the nature of this project and shall be erected true in line, levels and vertically for Wall and columns and to the shapes and sizes required by the work, and shall be of suitable design and substantial and rigid construction so as to prevent deformation due to the placing and compacting of concrete and any incidental loading. All formwork and centering shall be so constructed that no grout shall leak out during concreting.
Formwork and centering shall be provided with adequate Walling, struts, braces, ties and clamps so as to maintain the dimension lines and levels shown on the drawings during the entire operation of placing and compacting the concrete and to prevent any sagging exceeding 3mm under the weight of wet concrete with any other super imposed loads which they would be subjected to during construction.

Rate for Screed concrete shall include the necessary formwork. Formwork has not been measured separately for Screed concretes under the foundations / ground slabs, etc.

REINFORCEMENT
The size of reinforcement bars described in the drawing or elsewhere shall be the minimum size and the rolling margin and any other tolerance shall be wholly above this size. Hooks and laps have been measured and included with the quantities for reinforcements.

All reinforcement shall be free from mill scale, dirt, oil, paint, grease or loose rust before fixing in position and shall be brushed with a stiff wire brush if so directed by the Engineer

FORM WORK
Formwork centering and moulds for concrete construction shall be of approved system to suit with the nature of this project and shall be erected true in line, levels and vertically for Wall and columns and to the shapes and sizes required by the work, and shall be of suitable design and substantial and rigid construction so as to prevent deformation due to the placing and compacting of concrete and any incidental loading. All formwork and centering shall be so constructed that no grout shall leak out during concreting.
Formwork and centering shall be provided with adequate Walling, struts, braces, ties and clamps so as to maintain the dimension lines and levels shown on the drawings during the entire operation of placing and compacting the concrete and to prevent any sagging exceeding 3mm under the weight of wet concrete with any other super imposed loads which they would be subjected to during construction.
