Concerns associated with implementation
There are numerous matters which are detailed before and during the implementation process. All concerns are important; however, topics of safety and medical concerns and ethical issues are the most important.
Safety and medical concerns
The goal of this concern is to maintain health and safety of participants, because planners do not want to put their participants health in danger. Therefore, planners need to give attention to safety and medical concerns related with health promotion program. Planners need to notify their participants about the program they are considering joining. Only then they would understand about the program that it is good to participate in. This concept known as “informed consent”, which means:
• Making the participant fully aware of the relevant information about the program.
• Making sure the participants comprehend the information provided.
• Obtaining the participant voluntary agreement, free of coercion and undue influence, to participate. (McKINZIE NEIGER THACKERAY, p.337)
Program planners must be aware about informed consent that this is not protecting them from being sued. If a participant gets ready to participate then if this act of participating program put them in danger, then they need medical clearance at first place. After clearance only, they can enroll in program. Moreover, for having safe environment, instructor or planner should be qualified so that they can handle their participants in emergency situation.
Ethical issue allows almost every decision and act commenced in health education, which include numerous decisions associate with program planning. (Goldsmith, 2006, p.33). Ethical issues mean competing values are in action and program planner need to take decision on most suitable course of action. Mostly, these ethical decisions are directed by relating them to standard of practice which has been described by other professionals of same field. Many ethical issues can face by program planners and it can resolve around three fundamental principles:
1. Respect for persons: The principle of respect for persons acknowledge freedom to individuals and require special protection to children, severely ill people and mentally disabled people.
2. Beneficence: Program planners need to protect participants by make the most of expected benefits and decreasing harms.
3. Justice: This principle means planner should deal fairly with all participants. For instance: ethical issue can arise subject of sexism, racism and other cultural biases.
There are number of options which helps in dealing with ethical issues and planners need to be prepared for handling those.
Legal obligation is in every professional mind today because of the concern over complaints. With this it comes in mind, that all individuals connected to health promotion program, need to have liability insurance no matter how small the risk of injury to the participants (physical or mental). Furthermore, program personnel should understand negligence and should know that how to reduce one’s risk of liability. (McKINZIE NEIGER THACKERAY, p.341) Negligence defined as established law for protection of others against unreasonable risk of harm and this law failing to act in practical manner.
